Since 1992, the Russian company Elate Intelligence Technologies, Inc. has demonstrated its ability to radio-control rainfall on demand over an area of 200 square miles. The corporate slogan is "Weather made to order". An Elate weather-control system is in operation at Moscow's Bykovo Airport. The New York Times (Sept. 24, 1992) reported that some Russian farmers were using the technology to improve their crops. Elate executive Igor Pirogoff was quoted in the Wall Street Journal (Oct. 2, 1992) as saying that his company could have transformed Hurricane Andrew "into a wimpy little squall".

On November 13, 1997, the Wall Street Journal also reported "Malaysia to Battle Smog with Cyclones" using "new Russian technology to create cyclones... to cause torrential rains washing the smoke out of the air". The Malaysian government approved the plan in conjunction with the Malaysian company BioCure Snd. Bhd. and "a government-owned Russian party".

The threats of weather warfare, totalitarian government and famine dovetail together. As we saw in the famine which the Soviets artificially created in the Ukraine prior to World War II, famine is an effective means of subjugating a people. By controlling food, you can control people. Weather modification can affect food production and eventually the available supply. Starving resisters out is much more effective than having to track them down and shoot it out with them. If you have not surrendered your weapons, you don’t get a food ration coupon. Long-term food storage, well hidden, is the only insulation against famine and totalitarian oppression.

1900: "Tesla applies for patent on a device to 'Transmit Electrical Energy Through the Natural Mediums.'" In 1905, the U.S. Patent Office issue Patent #787,412 for this purpose. I bet it is news to everyone that the technology to transmit electrical power without wires exists, and exists so that the generation and transmission of electricity can be both bountiful and FREE! Tesla's discovery was never made public.

1924: "Confirmation that radio waves bounce off the 'ionosphere' (an electrically charged layer starting at an altitude of 50 kilometers)."

1938: "Scientist proposes to light up night sky by electron gyrotron heating from a powerful transmitter." The fact that untold numbers of powerful electron heaters are pouring tens of millions of watts of electricity at Extremely Low Frequencies to effect this Weather Warfare may be the major reason we are experiencing Global Warming! This warming has nothing to do with any Industrial pollutants or emissions, and certainly not from cow flatulence.

1958: "White House advisor on weather modification says Defense Department studying ways to manipulate charges of 'earth and sky, and so affect the weather'." Wow! Did you know that such a department as "Weather Modification" existed in the White House way back in 1952? The mere existence of such an office strongly implies the technology to modify and control the weather existed.

Hmm, ozone layer depletion was intentionally created by both Russian and American governments by nuclear detonations? They not only knew about it, they measured the extent of the depletion and the time it lasted.

1960's: In Wisconsin, U.S. Navy Project Sanguine lays extremely low frequency (ELF) antennae." We are told that the Navy needed this ELF capability to communicate with their submarines in a way that would be secure from enemy attack, a claim with which we do not argue. However, is it also possible that this ELF antennae may serve a dual purpose, of also helping to control the weather?

1968: "Moscow scientists tell the West that they have pinpointed which pulsed magnetic field frequencies help mental and physiological functions and which frequencies do harm." This little incident also shows the unusual cooperation between Russia and America at the height of the Cold War! (The April 1969 issue of SPECTRUM, a publication of the prestigious institute of Electrical and Electronics Engineers (IEEE) carried an article by Aeronautical Engineer, Seymour Tilson, which stated: "Workers in the fields of atmospheric electricity and cloud physics have accumulated sufficient evidence to suggest that electric fields, forces and changes in the earth's lower atmosphere play a critical role - perhaps the critical role - in the development and behavior of clouds that produce precipitation. This in turn, suggests that manipulation of the electrical properties clouds may someday provide the long-sought key to modification of weather by man."

1972: "First reports on 'ionospheric heater' experiments with high frequency radio waves at Arecibo [Alaska]. A 100 megawatt heater in Norway built later in the decade can change the conductivity of the auroral ionosphere." Now, you are getting close to being able to control the weather. When you can manipulate the conductivity of the auroal ionosphere, where weather systems operate and originate, you are close to controlling the weather. Note the date here, at which time this technology was realized: 1972.

1973: "Documentation that the launch of Skylab 'halved the total electron content of the ionosphere for three hours' (by rocket exhaust gases)."

1974: "United Nations General Assembly bans environmental warfare." "U.N. Treaty Proves Weather Control Is Real." You do not need a treaty banning Weather Warfare unless such technology already exists and has been proven effective. This means that this Weather Warfare technology has been fine tuned for 30 years.

1974: "High frequency experiments at Plattsville, Colorado Arecibo, Puerto Rico, and in Armidale, New South Wales. These experiments heated the 'bottom side of the ionosphere."

1974: "Experiments -- airglow brightened by hitting oxygen atoms in ionosphere with accelerated electrons."

1975: "Stanford professor Robert Helliwell reports that very low frequency (VLF) from power lines is altering the ionosphere."

1975: "U.S. Senator Gaylord Nelson forces the Navy to release research showing that extremely low frequency (ELF) transmissions can alter human blood chemistry..."

1975: "U.S. Senator Pell, Senate Subcommitte, urges that weather and climate modification work should be overseen by a civilian agency answerable to the U.S. Congress. Didn't happen." Senator Pell urged the United States to sign this United Nations treaty banning Weather Warfare. It sounds like Pell was very concerned about the use and misuse of this technology.

1975: "Soviets begin pulsing 'Woodpecker' extremely low frequency (ELF) waves at key brainwave rhythms. Eugene, Oregon, was one of the locations where Woodpecker was aimed, and where people were particularly affected."

1976: "Drs. Susan Bawin and W. Ross Adey show that nerve cells are affected by ELF fields." (The "continuous" weather engineering over the U.S. began on July 4, 1976 -- a bicentennial present to us from the Russians. Prior to that time, it was tested over the U.S. quite a few times. One of the early type tests was precisely the creation of such "holes in the clouds," often looking as if precisely drawn with drafting tools.

1979: "Launch of NASA's third High-Energy Astrophysical Observatory causes large scale, artificially induced depletion in the ionosphere. The plasma hole was caused by 'rapid chemical processes' between rocket exhaust and the ozone layer. The ionosphere was significantly depleted over a horizontal distance of 300 km for some hours."

1985: "Bernard J. Eastlund applies for patent 'Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere and/or Magnetosphere'. (First of three Eastlund patents assigned to ARCO Power Technologies, Inc.)"

1986: "U.S. Navy Project Henhouse duplicates the Delgado (Madrid) experiment -- very low level, very low frequency pulsed magnetic fields harm chick embryos."

1980's: "In the latter part of the decade, the U.S. begins the network of Ground Wave Emergency Network (GWEN) towers, each to generate Very Low Frequency (VLF) waves ..." GWEN towers created a high level electromagnetic dam in the atmosphere in the American Midwest that created the rain for 49 days and nights in 1993. GWEN towers were located right where the rain came down in such a Biblical type deluge.

1987-1992: "Other ARCO Power Technologies Incorporated (APTI) scientists build on Eastlund patents for development of new weapon capabilities."

1994: "Military contractor E-systems buys APTI, holder of Eastlund patents and contract to build the biggest ionospheric heater in the world, the High-frequency Active Auroral Research Project (HAARP). Even though construction of HAARP towers in Alaska began before this date, this was the time the decision was made to make it as large as it is now today, over 40 acres of ELF towers.

1994: "Congress freezes the funding on HAARP until planners increase the emphasis on earth penetrating tomography uses, for nuclear counterproliferation efforts." Once again, we have to wonder if this technology might be used to create earthquakes, as well as monitor compliance with nuclear test ban treaties.

1998: "Projected date for fully operating HAARP system." We have had the most unusual severe weather in 1997 and 1998. Is it a coincidence that the onset of this unprecedented weather coincided with the completion of the HAARP system?

HOW TO WRECK THE ENVIRONMENT

Among future means of obtaining national objectives by force, one possibility hinges on man’s ability to control and manipulate the environment of his planet. The key to geophysical warfare is the identification of the environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy.

Environmental instability is a situation in which nature has stored energy in some part of the Earth or its surroundings far in excess of that which is usual. To trigger this instability, the required energy might be introduced violently by explosions or gently by small bits of material able to induce rapid changes by acting as catalysts or nucleating agents.

The quantities of energy involved in weather systems exceed by a substantial margin the quantity of energy under man’s direct control. For instance, the typical amount of energy expended in a single tornado funnel is equivalent to about fifty kilotons of explosives; a single thunderstorm tower exchanges about ten times this much energy during its lifetime; an Atlantic hurricane of moderate size may draw from the sea more than 1,000 megatons of energy. These vast quantities of energy make it unlikely that brute-force techniques will lead to sensible weather modification. Results could be achieved, however, by working on the instabilities in the atmosphere.

There are some reports, for example, that some countries have been trying to construct something like an Ebola Virus, and that would be a very dangerous phenomenon, to say the least. Alvin Toeffler has written about this in terms of some scientists in their laboratories trying to devise certain types of pathogens that would be ethnic specific so that they could just eliminate certain ethnic groups and races; and others are designing some sort of engineering, some sort of insects that can destroy specific crops. Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.

Cosmic rays 'linked to clouds'

German scientists have found a significant piece of evidence linking cosmic rays to climate change. They have detected charged particle clusters in the lower atmosphere that were probably caused by the space radiation. They say the clusters can lead to the condensed nuclei which form into dense clouds.

Clouds play a major, but as yet not fully understood, role in the dynamics of the climate, with some types acting to cool the planet and others warming it up.

The amount of cosmic rays reaching Earth is largely controlled by the Sun, and many solar scientists believe the star's indirect influence on Earth's global climate has been underestimated.

Some think a significant part of the global warming recorded in 20th Century may in fact have its origin in changes in solar activity - not just in the increase in fossil-fuel-produced greenhouse gases.

The German team, from the Max Planck Institute of Nuclear Physics in Heidelberg, used a large ion mass spectrometer mounted on an aircraft. They say their measurements "have for the first time detected in the upper troposphere large positive ions with mass numbers up to 2500". They conclude: "Our observations provide strong evidence for the ion-mediated formation and growth of aerosol particles in the upper troposphere."

The scientists report their findings in Geophysical Research Letters, a journal of the American Geophysical Union. They support the theory that cosmic rays can influence climate change and affect cloud albedo - the ability of clouds to reflect light.

The importance of clouds in the climate system is described by the Tyndall Centre for Climate Change Research, at the UK's University of East Anglia (UEA). It says: "Clouds strongly influence the passage of radiation through the Earth's atmosphere. "They reflect some incoming short-wave solar radiation back into space and absorb some outgoing long-wave terrestrial radiation: producing cooling and warming effects, respectively."

And UEA's Climatic Research Unit spells out the complexity of clouds' role in climate change. It says: "The cloud feedback may be large, yet not even its sign is known. "Low clouds tend to cool, high clouds tend to warm. High clouds tend to have lower albedo and reflect less sunlight back to space than low clouds.

"Clouds are generally good absorbers of infrared, but high clouds have colder tops than low clouds, so they emit less infrared spacewards.

"To further complicate matters, cloud properties may change with a changing climate, and human-made aerosols may confound the effect of greenhouse gas forcing on clouds.

"Depending on whether and how cloud cover changes, the cloud feedback could almost halve or almost double the warming." Many scientists agree that the Earth's surface appears to be warming, while low atmosphere temperatures remain unchanged.

Research published last August suggested the rays might cause changes in cloud cover which could explain the temperature conundrum. The discrepancy in temperatures has led some scientists to argue that the case for human-induced climate change is weak, because our influence should presumably show a uniform temperature rise from the surface up through the atmosphere.

Although researchers have proposed that changes in cloud cover could help to explain the discrepancy, none had been able to account for the varying heat profiles. But the study suggested that cosmic rays, tiny charged particles which bombard all planets with varying frequency depending on solar wind intensity, could be the missing link.

Global Weather Systems in Chaos

An increasingly panicked global effort is now underway by the world's top scientists to understand an unprecedented series of 'blasts', energy surges, which the planet has been taking from an as yet unknown source which has been bombarding Antarctica with cosmic rays and disrupting Northern Hemisphere weather systems on a global scale.

The first of these cosmic ray blasts occurred nearly 5 years ago and have been increasing in their frequency and intensity since the end of November. The once normally darkened skies of the Northern Hemisphere's Arctic regions are now in twilight due to these blasts. Wayne Davidson, from the Canadian Government's weather station at Resolute Bay, located in the Arctic Circle, says about this mysterious lighting, "The entire horizon is raised like magic, like the hand of God is bringing it up."

On December 1, 2004 the largest recorded blast sent not only shockwaves through the world scientific community but also through the Northern Hemisphere resulting in one of the largest weather events in recorded human history when 86,800 square miles of China was shrouded in fog, bringing transportation systems (especially air travel) to a virtual standstill throughout the country.

It blanketed a combined area of 86,800 square miles, CMS expert Yang Keming said.

The effects of these blasts have also been felt throughout the rest of the Northern Hemisphere resulting in such freak occurrences as, hurricane force winds in Paris , Germany, Canada, Russia, England and the United States on an almost simultaneous basis. Accompanying these hurricane force winter winds have been the massive cold fronts following them dropping normal winter lows to record lows throughout the entire Northern Hemisphere.

Though not yet at a point to acknowledge this publicly, some of the world's top scientists are beginning to see an astrophysical correlation between these cosmic ray blasts to our planet and an ever-increasing number of global events relating to atmospheric explosions of inbound meteors, such as those in Indonesia, where a meteorite was picked up by their Air Forces radar, China, where a meteorite explosion turned 'night into day' and Washington D.C. where one police official stated, "It looked like a ball of fire falling out of the sky."

The world's top scientists have begun coordinating with Dr. Eun-Suk Seo from the United States University of Maryland, and her team, in a 'search' for answers to the origin of these cosmic ray blasts directed from an unknown origin in space towards the South Pole and disrupting our global weather systems. Under Dr. Eun-Suk Seo's and her international team's direction NASA launched a stratospheric balloon on December 20th from Antarctica's McMurdo base and have stated,

"The balloon, following circulation of winds high, will sail around the ice continent for about three weeks. During this time, data of great scientific interest will be gathered. These data concern flows of charged particles of highest energy (cosmic rays) coming from Space."

--an apparent reference to the fact though these events are well known to both world governments and the scientific establishments they are beyond the understanding of the general public at large. Whatever the end results these experiments reveal for these scientists, it remains an undisputed fact that this world of ours is facing a type of global cataclysmic event buried in our common geological past, and maybe, as some social scientists report, in our common ancestral memory also.

HAARP, Chemtrails, and New War Technologies

As we head into a millennium of what appears to be perpetual war, new technologies are unfolding with nightmarish possibilities.

In previous years, Coastal Post writers have tackled the issue of HAARP, (High Frequency Active Aural Research Project), a research project undertaken jointly by the US military and various corporations (currently Raytheon). The project involves "over the horizon" radar applications. It also holds the ability of acting as an earth tomography instrument. Besides these activities, some observers believe that HAARP is behind the mysterious (and officially denied) "chemtrails."

Ah, those chemtrails. You see them, I see them, the planes responsible for them are clearly visible in a typical day, but according to military and governmental spokespeople, they simply are not there. On a recent December trip into Sonoma, I watched as planes painted them on the sky ahead of me, clouding in the bright horizon over the Sonoma wine country. On the trip back, they were being painted in over the Novato ridgeline, and then again, on the southeast shoulder of Mount Tam. Last night, while watching "The Bourne Identity" on video, the telltale clouds were clearly visible in the movie scenes that had been shot in Paris.

Unlike normal condensation trails, these trails do not dissipate after ten minutes or so. Instead, they expand outwards, remaining as huge cloud like projections, often the length of the sky, floating there for hours after their release. Some observers of this issue claim that these chemtrails can consist of laboratory created RNA, aluminum oxide, ethylene dibromide, barium, and other yucky things. Some chemtrails include polymer fibers. If so, they hold a plethora of risk for the humans below, including neurological disturbances, heart problems, breathing problems, etc.

Critics claim that this chemical porridge allows our DNA to be infiltrated and re-arranged, without our consent. So the activity could be acting like a vaccination program without the consent of the population upon whom it is inflicted. Some known side effects of these chemical trails are increased cases of nosebleeds, asthma, allergies, pneumonia, and upper respiratory complaints with flu-like symptoms.

There are now universal discussions, via the Web, of just how the barium salts, dimethyl bromides, etc. are being discharged into the atmosphere by military and civilian aircraft worldwide. Clifford Carnicom, an expert on chemtrails states, "the results of the current research are now sufficient to establish an analytical basis for the formal investigation of radical atmospheric changes induced by the relatively recent aircraft aerosol operations." Barium and aluminum particles were at one point in our country's history used for cloud-seeding, a practice that fell into disfavor when it was realized that such particles disrupted human health.

An airline manager agreed to talk to civilian investigators about these phenomena. "Airline companies have been participating in something call Project Cloverleaf for a few years now. The earliest date anyone remembers being briefed on it is 1998. I was briefed on it in 1999. "They told us that the government was going to pay our airline, along with others, to release chemicals from commercial aircraft." The informant then detailed how the government agents would not answer directly any questions related to what the chemicals that would be released were, nor would they explain the actual purpose of this activity. All that was said was that this activity would be "in the public's best interest."

Come sempre, d'altra parte.

But why would our government decide to create this program? One possibility is that in a frantic campaign to reduce the amount of sunlight hitting our atmosphere by 1 to 2%, a reflective barrier needs to be established in our skies, worldwide. In other words, a way to offset global greenhouse warming.

The other possibility is that as part of the HAARP mission, a particulate grid must be created to allow for the operation of an "over-the horizon" radar system. HAARP itself is located halfway between Anchorage and Fairbanks Alaska. Its first phase was completed in 1995, and it employed a 3 by 6 grid of 18 antennas. There are three towers designed to transmit extremely low frequency (ELF) waves. When these towers signal such beams on up through the atmosphere, into the ionosphere, they affect the electrojet (the high altitude jetstream, with ultra-high speed winds, that have a good deal to do with the weather patterns on earth below) in a controlled manner. The main strategy consists of beaming these ELF waves in such a way as to hit at right angles to the electrojet. This causes the river of electro-magnetic energy to spread sideways.

But where the discussion of chemtrails and HAARP manage to converge is in the creation and distribution of the chemically enhanced grids. Do these planes with their effluvia spreading out in patterns over our skies have to do with a shielding? Or perhaps a gridding of the planet that would enable the HAARP emissions to flow into the grid and somehow affect the radar capabilities, the weather, etc.?

It is also known that various activities related to HAARP allow for vast earth tomographic investigations. Interestingly enough, the new technology suggests the totally interwoven structure of the military industrial complex, now a single entity and as powerful as the predicted beast that Eisenhower spoke of. Already, Haliburton, (Vice-President Dick Cheney's corporation), has used technology such as HAARP to allow that corporation to ascertain where underground oil fields exist and where they do not, so that the decisions to drill are always profitable.

Also some of those who have investigated HAARP are also concerned about other applications employing microwave technology that can be used as "mind-control" weapons over civilians. In recent months, Newsweek detailed how a vending machine already exists that can send out a subliminal "audio" signal to whatever human being may be walking by it, with the suggestion that "You are thirsty now. Wouldn't you like a soda." And as this suggestion exists below the normal conscious sensory apparatus of a human, it has an extremely powerful effect. The entire experience takes place through beaming microwave energy at the hapless human.

With the grounding of virtually all civilian air flights in the immediate aftermath of the September 11 terrorist attacks, the bizarre speculation about what’s happening in North American air space heightened. Columbus Alive received numerous citizen reports concerning airplanes “spraying” or leaving behind mysterious “chemtrails” or “contrail grids” in the sky. Some feared we were under biochemical attack while others postulated we were being inoculated against anthrax or some other biochemical hazard.

The airframe is a B-707-300 with advanced CFM-56 engines. Any resemblance to a KC-135 is by lineage. The B-707-300 airframe is much larger. The fuel vents inboard because of the electronics attached to the wing tips. Not knowing the history of the picture I can't say as to why the aircraft was venting. The aircraft has no provisions for onboard tankage of fuel (or other substances) other than what is required for the mission.

What’s the difference between a “chemtrail” and a normal contrail (or vapor trail), the wisps of condensation you expect to see in a jet’s wake? Typically contrails can only form at temperatures below negative-76 degrees Fahrenheit and at humidity levels of 70 percent or more at high altitudes, according to National Oceanic and Atmospheric Administration meteorologist Thomas Schlattes. Even in most ideal conditions, a jet contrail lasts no more than 30 minutes.

So what are the big, bilious trails that seem to hang indefinitely and slowly feather out and appear to turn into cirrus clouds? Or the contrails seemingly purposely splayed over cities in geometrically precise grid patterns? These are “chemtrails,” and the mystery of their source and purpose has been fueling increasing speculation among government skeptics and on watchdog websites like chemtrailcentral.com, chemtrail.com and carnicom.com.

For the past decade, the official government response to inquiries about the jet contrails appearing across the continent is to attribute the phenomenon to increased commercial air traffic. In 1997, the Christian Science Monitor reported the government’s claim that the jet contrails were actually causing clouds to form.

Yet, in the month after the attack on the World Trade Center, there was very little commercial airline traffic and virtually no private civilian air flights. Still, white jets billowing lingering plumes frequently appeared in the skies over Columbus. An Alive reporter, using high-quality binoculars, could see that some of the white planes had orange markings. In addition to Stratotankers, KC-10 Extenders, another refueling plane, appeared to be used for spraying.

There’s nothing new about these sightings. It may seem to be the stuff of X-Files-style paranoia or grist for conspiracy theorists (and skeptics like Jay Reynolds, writing at goodsky.homestead.com, have made thorough attempts to debunk the theories). But as chemtrail sightings become more common, mainstream scientists (and the mainstream press) are taking note. One scientist familiar with chemtrail experiments even agreed to speak with Columbus Alive (though he refused to allow his name to be used), saying that public disclosure of the experiments is inevitable and maybe imminent.

The Canadian Ottawa Citizen reported a “fervor over chemtrails” on May 16: “What one sees here reflects sightings across North America.” The Citizen noted, “West Quebec Post publisher Fred Ryan reports that his readers have been photographing and comparing them [pictures of chemtrails], and such manifestations are listed on the web.”

“Ground fallout [from the chemtrails] analyzed in the United States contained carcinogens and bacteria. Coincidentally in the past decade, most jet fuel was re-engineered to reduce fire hazards by adding a long-banned pesticide, which was reportedly also found in gel samples from chemtrails. Also found were toxic micro-fibers, much finer than asbestos,” the Citizen wrote.

Chemtrail sightings have been reported in 14 NATO nations. Investigative reporter William Thomas notes that “Croatian chemtrails began the day after that country joined NATO.”

Which begs one simple question: Why?

The scientist claims that the two most common substances being sprayed into chemtrails are aluminum oxide and barium stearate. When you see planes flying back and forth marking parallel lines, X-patterns and grids in a clear sky, that’s aluminum oxide, according to the scientist. The goal is to create an artificial sunscreen to reflect solar radiation back into space to alleviate global warming.

In some cases, barium may be sprayed in a similar manner for the purpose of “high-tech 3-D radar imaging. The barium can be used for a ‘wire’ to shoot an electromagnetic beam through to take 3-D images of the ground far over the horizon,” according to the scientist.

Thomas, writing in the November-December 2001 issue of NEXUS New Times magazine, essentially confirmed this assessment of the activities at the Dayton air base. “The barium spread in exercises conducted out of Wright-Patterson Air Force Base acts as an electrolyte, enhancing conductivity of radar and radio waves,” Thomas reported. “Wright-Pat has also long been deeply engaged in HAARP’s electromagnetic warfare program.”

Ken Caldeira, a scientist at Lawrence Livermore Labs and one of the country’s leading experts on weather modification, conducted the original computer modeling for the use of aluminum oxide to fight global warming. He told Columbus Alive, “We originally did this study to show that this program [using massive spraying for weather modification] shouldn’t be done,” due to negative health effects. Caldeira said there are persistent rumors that the Bush administration will announce geo-engineering weather modification projects this spring. Caldeira sees this as “political suicide.”

The amount of information available on weather modification and defense applications surrounding the HAARP project proves that chemtrails aren’t so secret after all. Public documents have trickled out of government offices and committees for the last 50 years. And the most valuable cache of data about weather-control efforts is freely available from a very reliable source: the U.S. Patent and Trademark Office.

Throughout the Cold War, both the United States and the Soviet Union actively investigated the military use of weather modification. In 1958, Captain Howard T. Orville served as the White House’s chief advisor on weather modification. He publicly admitted that the military was studying “ways to manipulate the charges of the earth and sky and so affect the weather through electronic beams to ionize and de-ionize the atmosphere.”

Professor Gordon J.F. MacDonald, serving on the President’s Science Advisory Committee in 1966, frequently published papers on the military use of weather modification. In the book Unless Peace Comes, MacDonald titled a chapter “How To Wreck The Environment.” He described the military applications of weather modification including climate change, melting the polar ice caps, techniques for depleting the ozone layer over the enemy, engineering earthquakes, manipulating ocean waves and using the earth’s energy fields for brain wave manipulation.

In the early 1970s, the U.S. Congressional Subcommittee on Oceans and International Environment held investigative hearings on the military’s research into weather and climate modification. The committee’s findings were shocking at the time, including detailed plans for creating tidal waves through the coordinated use of nuclear weapons.

The revival of the Cold War during the Reagan years produced a slew of new inventions in the area of weather modification. Presumably to cool off the earth, an August 1982 patent, number 4347284, outlined plans to produce a “White covered sheet material capable of reflecting ultraviolet rays” from the sun.

Numerous other patents attempted to perfect “aerial spraying of liquids,” like patent number 4412654, registered in November 1983: “A laminar microjet atomizer and method of aerial spraying involved the use of a streamlined body having a slot in the trailing edge thereof to afford a quiescent zone within the [airplane] wing and into which liquid for spraying is introduced.”

Not to be outdone, a patent was filed in July 1986 detailing a “Liquid propane generator for cloud-seeding apparatus.” The abstract reads: “Apparatus is provided for release of liquid propane from the holding chamber of a cloud-seeding rocket.” A new and improved “liquid atomizing apparatus for aerial spraying” was patented in August 1990. “The generator is driven from a power take-off from the engine of the spraying aircraft, a drive assembly includes a device for controlling the speed of the generator relative to speed of the engine,” reads patent number 4948050.

The breakup of the Soviet Union in the 1990s ushered in brave new opportunities in weather modification. The New York Times reported on September 24, 1992, that a Russian company was openly selling electronic equipment to manipulate the weather in a specific area. The Times noted that certain Russian farmers used the weather-control technology to alter the climate for better crop yields.

A little over a month later, the Wall Street Journal reported that Russian company Elate Intelligence Technologies Inc. was selling weather-control equipment using the slogan “Weather made to order.” The Journal quoted Igor Pirogoff as saying that Hurricane Andrew, which did an estimated $17 billion in damage, could have been turned “into a wimpy little squall” by his company.

South Africa’s Water Resource Commission admitted to being involved in the actual testing of “hygroscopic seeding particles from a seeding flare” in an October 1994 patent: “In a confidential technical trial which was conducted on a small isolated cloud formation above the Nelspriut area in the Transvaal province of the Republic of South Africa, two flares were ignited electrically from inside the aircraft…to produce rain.”

Russia’s open selling of former Soviet military weather modification devices often made for interesting news stories. “Malaysia to battle smog with cyclones” is a headline in the November 13, 1997, Wall Street Journal. “The plan calls for the use of new Russian technology to create cyclones—the giant storms also known as typhoons and hurricanes—to cause torrential rains washing the smoke out of the air,” the Journal reported.

By 1997, the great global reinsurance firms—the companies that insure the insurers, like the Swiss Reinsurance Company and Lloyd’s of London—were complaining publicly of global warming and the added risk of climate-related insurance losses. Beating the drum in the U.S. for weather-modification technology to combat global warming was none other than the father of the H-bomb, Edward Teller. His public interest in the issue coincided with the December 1997 Kyoto Conference on global warming and greenhouse gas emissions.

In April this year, the New York Times described Teller as director emeritus of the Livermore Weapons Laboratory and “an ardent advocate of the Reagan administration’s Star Wars anti-missile plan and, more recently, has promoted the idea of manipulating the earth’s atmosphere to counteract global warming.”

The U.S. Air Force admitted to CNN in July that it had broken up a storm over the Atlantic using products made by a company called Dyn-O-Mat. The company’s website, dynomat.com, lists “environmental absorbent products” such as Dyn-O-Drought and Dyn-O-Storm.

As recently as November 13, another patent was filed outlining a “method of modifying weather.” The abstract reads: “The polymer is dispersed into the cloud and the wind of the storm agitates the mixture causing the polymer to absorb the rain. This reaction forms a gelatinous substance which precipitate to the surface below. Thus, diminishing the cloud’s ability to rain.”

Sunbury resident Dan King remembers a stormy day in July when he was driving on a newly resurfaced section of I-71 and “the rainwater looked like dish soap water on the highway. I thought it was just from the resurfacing,” he said, “but when I got out in the country I saw the same thing. Piles of suds at the side of the road.”

The scientist who works at Wright-Patterson told Alive that barium stearate is basically a soap bonded to a metal and could have produced the soapy rain.

It’s impossible to know which chemicals are being sprayed or for what reason since, according to the government, chemtrails don’t exist. But, increasingly, government skeptics and other watchdogs are demanding to know if chemtrail spraying poses any health risks.

Thomas suggests that the spraying following September 11 has nothing to do with a deliberate biological attack or the inoculation of the American public. Rather, it’s simply an ongoing attempt by humans to fool with Mother Nature.

Like natural cirrus clouds, contrails can impact climate through their radiative effects. Persistent contrails often form in air with relative humidities with respect to ice (RHI) exceeding 100% but with relative humidities with respect to water (RH) less than 100%. Cirrus cloud formation generally requires RH > 100%. Thus, contrails can form clouds in conditions that would not support the formation of most natural cirrus. Cirrus coverage over the USA grew by 0.010/decade between 1971 and 1996, while declining over other land areas with minimal air traffic 0.017/decade. (Minnis et al. 2001). Determining the contribution of contrails to this increase requires explicit knowledge of the spreading characteristics and formation conditions of persistent contrails. Cirrus coverage resulting from young linear contrails can be estimated with 1-km infrared satellite data (Mannstein et al. 1999), but it is difficult to assess the full impact of contrails because they often spread into non-linear, natural-looking cirrus clouds (Minnis et al. 1998).

Haarp: High-Frequency Vandalism in the Sky

HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an "ionospheric heater." (The ionosphere is the electrically charged sphere surrounding Earth's upper atmosphere. It ranges between about 40 to 600 miles above Earth's surface.)

Put simply, the apparatus for HAARP is a reversal of a radio telescope: antennas send out signals instead of receiving. HAARP is the test run for a superpowerful radio-wave beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto Earth and penetrate everything — living and dead. HAARP publicity gives the impression that the High-frequency Active Auroral Research Project is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other U.S. military documents put it more clearly: HAARP aims to learn how to "exploit the ionosphere for Department of Defense purposes." Communicating with submarines is only one of those purposes.

Press releases and other information from the military on HAARP continually downplay what it could do. Publicity documents insist that the HAARP project is no different from other ionospheric heaters operating safely throughout the world in places such as Arecibo, Puerto Rico; Tromsø, Norway; and the former Soviet Union. However, a 1990 government document indicates that the radio frequency (rf) power zap will drive the ionosphere to unnatural activities: "At the highest hf powers available in the West, the instabilities commonly studied are approaching their maximum rf energy dissipative capability, beyond which the plasma processes will 'run away' until the next limiting factor is reached."

They told how to make "Nuclear-sized Explosions without Radiation," power-beaming systems, over-the-horizon radar, detection systems for missiles carrying nuclear warheads, electromagnetic pulses previously produced by thermonuclear weapons and other "Star Wars" tricks. This cluster of patents underlays the HAARP weapon system.

Related research by Begich and Manning uncovered bizarre schemes. For example, U.S. Air Force documents revealed that a system had been developed for manipulating and disrupting human mental processes through pulsed radio-frequency radiation (the stuff of HAARP) over large geographical areas.

The most telling material about this technology came from writings of Zbigniew Brzezinski (former National Security Advisor to President Carter) and J.F. The documents showed how these effects might be caused, and the negative effects on human health and thinking.

More than 40 pages of the book, with dozens of footnotes, chronicle the work of Harvard professors, military planners and scientists as they plan and test this use of the electromagnetic technology. It even gave the frequency ranges where these effects could occur the same ranges which HAARP is capable of broadcasting.

HAARP zaps the ionosphere where it is relatively unstable. A point to remember is that the ionosphere is an active electrical shield protecting the planet from the constant bombardment of high-energy particles from space. This conducting plasma, along with Earth's magnetic field, traps the electrical plasma of space and holds it back from going directly to the Earth's surface, says Charles Yost of Dynamic Systems, Leicester, North Carolina. "If the ionosphere is greatly disturbed, the atmosphere below is subsequently disturbed."

This section addresses the evolution of new crowd control weapons, their legitimation, biomedical and political effects. It examines the specific introduction of new chemical, kinetic and electrical weapons, the level of accountability in the decision making and the political use of such technologies to disguise the level of violence being deployed by state security forces. The research used to justify the introduction of such technologies as safe is reanalysed and found to be wanting. Areas covered in more depth include CS and OC gas sprays, rubber and plastic bullets, multi-purpose riot tanks, and the facility of such technologies to exact punishment, with the possibility that they may also bring about anti-state retaliatory aggression which can further destabilise political conflict.

NEW PRISON CONTROL SYSTEMS

This section reports on the emergence of prisoner control as a privatised industry, whilst state prisons face increasing pressure to substitute technology for staff in cost cutting exercises. It expresses concern about the social and political implications of replacing policies of rehabilitation with strategies of human warehousing and recommends common criteria for licensing all public and private prisons within the EU.

At minimum this should cover operators responsibilities and prisoners rights in regard to rehabilitation requirements; UN Minimum Treatment of Prisoners rules banning the use of leg irons; the regulation and use of psychotropic drugs to control prisoners; the use of riot control, prisoner transport, restraint and extraction technologies. The report recommends a ban on (i) all automatic, mass. indiscriminate prisoner punishment technologies using less lethal instruments such as chemical irritant or baton rounds; (ii) kill fencing and lethal area denial systems; and (iii) all use of electro-shock, stun and electric restraint technology until and unless independent medical evidence can prove that it safe and will not contribute to either deaths in custody or inhumane treatment, torture or other cruel and unusual punishments.
